According to the solicited opinions, paid rescue refers to the activities in which tourists do not comply with the regulations of tourist scenic spots in Huangshan city, enter undeveloped and unopened areas without authorization and fall into a state of distress or danger. After the rescue is completed by the local government, the organizer of the tourism activity and the rescued person will bear the corresponding rescue expenses. Tourists who fall into a state of distress or danger while sightseeing in the Huangshan Scenic and Historic Interest Areas and the Gu Niujiang Scenic Area shall be organized by the local governments to carry out rescue operations.

Paid rescue expenses include labor, pre-hospital treatment, transportation, accident insurance, logistical support, and the introduction of third-party rescue forces incurred in the rescue process. The service fee of the rescuer shall be determined according to the salary of the rescuer and the actual rescue time. Expenses for pre-hospital treatment, transportation, accident insurance, logistical support and third-party rescue shall be cause-and-effect related to the current rescue activities.

The local government shall complete the examination and approval of the rescue expenses within 15 working days after the completion of the paid rescue; Within 20 working days, the tourist activity organizer and the rescuee shall be served with the Notice of Paid Rescue Expense, including the details of the charge items, payment term, payment method, account number and other information. The method of service shall refer to the relevant provisions of the Civil Procedure Law.
